backing up your 1.3 version database.. first in case of any problems its with you
now just firstly moving to another server ...
replace all your 1.3 files with 2.1.7 and then hot upgrade/upgrade.php
i have never been in 1.3 but assuming you have a sql toolbox in its acp also
if you again get the erros as you just mentioned
go to your acp sql tool box and repair ibf_forums table
