go to Control Panel > Regional and Language Options > mark as Hebrew and Israel...
now go to the Advanced tab and mark as Hebrew....
now reboot and go to Control Panel > Regional and Language Options > Languages tab and mark Hebrew as main system language...

(after installing the hebrew language...duh!)
